Minister-in-charge, GovTech Singapore
Ms Jasmin Lau is currently the Minister of State in the Ministry of Digital Development and Information and the Ministry of Education. She is also the Minister-in-charge of the Government Technology Agency (GovTech) which builds tech for public good and supports public agencies’ efforts in driving digital transformation. Ms Lau is a Member of Parliament for Ang Mo Kio GRC and oversees the Seletar-Serangoon Division. She is passionate about supporting residents in need and strengthening community health for her residents. She also serves as the Vice-Chairperson of the Ang Mo Kio Town Council. Before entering politics, Ms Lau spent almost 20 years in the public service. She previously served as Deputy Secretary (Policy) at the Ministry of Health from 2022 to 2025, where she oversaw the development of healthcare finance, manpower and regulatory policy. From 2019 to 2021, she served as the founding Executive Director of the Singapore Global Network in the Economic Development Board. The Singapore Global Network coordinates and catalyses the Singapore Government’s efforts to strengthen Singapore’s overseas networks and talent strategies, and to enhance the international mindshare of Singapore as a leading and globally connected city. Prior to 2019, Ms Lau also held other appointments in the Ministry of Finance, the Ministry of Manpower and the Prime Minister’s Office. Ms Lau holds a Master of Science in Technology and Policy from the Massachusetts Institute of Technology in 2006. Before that, she graduated with a Bachelor’s Degree in Bioengineering and Economics from the University of Pennsylvania in 2005. Outside of work, Ms Lau is a mother of two pre-schoolers. She plays competitive netball and basketball when she can, and when her children allow her to do so.

Chief Executive, GovTech Singapore
Wei Boon is Chief Executive of the Government Technology Agency of Singapore (GovTech), the lead agency driving Singapore’s Smart Nation initiative and public sector digital transformation. He is passionate about enhancing the digital ecosystem to accelerate Singapore’s digital transformation. Prior to joining GovTech, Wei Boon served as the Chief Executive of Centre for Strategic Infocomm Technologies (CSIT) at the Ministry of Defence (MINDEF), where he led R&D in infocomm and infosecurity technologies for government agencies to support national security needs. He also held several key positions within MINDEF, including Director of Technical Projects, where he helped deliver critical capabilities for the defence and security sector. In recognition of his contributions, he was awarded the Public Administration Medal (Silver) in 2015. Wei Boon is a PSC scholar with a Master of Information Systems Management (Highest Distinction) from Carnegie Mellon University, USA, and a Bachelor of Information Science from the University of Tsukuba, Japan. In 2022, he completed the Stanford Executive Program.

This showcase, jointly developed by BCA’s Digitalisation and Information & Communication Technology Departments, demonstrates how AI can automate manual compliance checks. Manual verification of 2D drawing is often labour-intensive, fragmented, and prone to human error. To address this, the team developed an AI-assisted proof-of-concept (PoC) that uses LLaMA-based AI agents to interpret and analyse 2D Household Shelter (HS) drawings under the Technical Requirements for HS. It extracts, compares, and validates data from CSV, XLS, JPG, and DXF files, producing YAML, JSON, CSV, and TXT outputs, using customisable prompt-response templates The solution uses AI agents to parse HS drawings to identify relevant parameters, compare results to TRHS requirements, and generate structured compliance reports.

With a strong foundation in machine learning, deep learning, and data engineering, he focuses on building and integrating intelligent systems that enhance automation and productivity within BCA. Prior to his current role, he gained experience in AI solution architecture and cloud-based development, contributing to applied research in speech and language processing. His recent work involves developing AI-driven tools that support digital transformation and data-centric decision-making for BCA internal workflows. Mr. PONG Woon Wei is a Senior Manager in the Digitalisation Department of the Building and Construction Authority (BCA). He believes in a growth mindset and continues to learn through hands-on collaboration with practitioners on innovative projects and open sharing sessions. Over the past two years, he has co-led AI Hackathons with the Young Architects League and Digital Tech Committee of the Singapore Institute of Architects, and promoted the Google Trailblazer Programme focusing on built-environment challenges. Through these initiatives, industry problem statements were identified, practical AI use cases developed, and productisation pilot projects initiated under the Built Environment Accelerate to Market Programme (BEAMP). These efforts have led to improved work processes and streamlined workflows for both officers and practitioners. Examples include an automated file naming converter, text-to-image design visualisation, AI-assisted tender evaluation, and AI-powered compliance checks. As product manager for LangBuddy, she led the rapid development of an AI conversation companion addressing declining Mother Tongue Language usage. In 11 weeks, she transformed a hackathon prototype into validated pilots serving 350+ students, with plans to scale to 7,000+ learners. He is a former CNCF ambassador and remains actively involved in various open-source foundations.

Leonard’s work bridges education and technology, focusing on how AI can amplify human expertise rather than replace it. Before moving into product management, Leonard was a Geography teacher and a teacher counsellor. His background in education shapes his approach to building products that are empathetic, practical, and designed to empower teachers.

He also serves as one of the Vice-Chairpersons of the Singapore Legal Service’s Technology Law Cluster, a community of public sector lawyers developing expertise in technology law so as to help the Singapore Government address its fast-evolving technology needs and chart Singapore’s digital future. Lillian Shieh is a user researcher, product strategist and service designer. She currently leads the Design Practice at GovTech, supporting designers, promoting best practices, and exploring emerging technologies for developing digital services for citizens, businesses, and and public officers. Her experience includes collaborating with the World Health Organisation and Pacific member states to build innovation capabilities. She also built and led Johnson & Johnson's Asia Pacific Design Lab, integrating design methodologies into business processes and establishing design as a strategic function. As a researcher and strategist, Lillian has led teams that created successful new product and service concepts for clients like J&J, Intel, Telefonica, and Samsung. Her approach, rooted in systems thinking, team development, and experimentation, enables trusted partnership and meaningful outcomes.

Benjamin Goh is founding Product Manager of AI Guardian, a new division within Singapore's Government Technology Agency. Formed in July 2024, AI Guardian develops AI safety and security products for the public service. The division has launched two key products: Litmus, an "AI Testing as a Service" platform, and Sentinel, a "Guardrails as a Service" solution, both gaining traction across government agencies. He was also the lead PM for Project Radiance, a specialised project comprising of several GovTech teams to enable the use of Large Language Models (LLMs) for Confidential workloads.

Ravi Teja is a Senior Consultant at the Central Provident Fund Board's Employer Digital Application department. In his role as a Pega Centre of Excellence (COE) lead and platform owner, he contributes to the strategic and operational excellence of the Pega platform. He is responsible for managing 35+ various Pega applications within the platform. His key area of work is Pega cloud migration, where he helps ensure the transition to a robust, scalable and secure cloud environment, ultimately enhancing digital services for CPFB systems.

In his role as a IT Project Manager, he manages day-to-day operations and drives the development of CPF's healthcare schemes alongside business users. His work sits at the critical intersection of healthcare policy and technology implementation, ensuring that healthcare financing systems operate seamlessly for citizens when they need them most.

Deputy Secretary, Prime Minister's Office - Strategy Group
Ms Amelia Tang is the Deputy Secretary of the Prime Minister’s Office - Strategy Group (PMO-SG). PMO-SG drives Whole-of-Government strategic planning by (i) identifying key priorities and emerging issues over the medium to long-term, (ii) developing a national policy agenda, and (iii) aligning the work of other public agencies to the national agenda through various planning processes and structures. It also partners other public agencies to formulate, coordinate and review policies to address cross-cutting issues such as population and climate change. Before assuming the role of Deputy Secretary, Amelia was the Director of Strategic Planning, and of the National Population and Talent Division within PMO-SG. Prior to joining PMO-SG, she held appointments in various ministries such as the Ministry of Foreign Affairs, the Ministry of Manpower, the Ministry of Culture, Community and Youth, as well as the Ministry of Education. Her experience cuts across a range of domain areas including trade policy and negotiations, retirement adequacy and pensions, arts and heritage policy, as well as manpower planning and HR strategy.

Additionally, we achieved our time to market at a breakneck pace, going from 0-to-1 within 3 months and publicising our product to ~120,000 public officers across WOG. To achieve this milestone, we made many deliberate bets to give ourselves the best chance of success. This includes hiring methods, managing stakeholders, funding, compliance, and go-to-market.

Benjamin Goh is founding Product Manager of AI Guardian, a new division within Singapore's Government Technology Agency. Formed in July 2024, AI Guardian develops AI safety and security products for the public service. The division has launched two key products: Litmus, an "AI Testing as a Service" platform, and Sentinel, a "Guardrails as a Service" solution, both gaining traction across government agencies. He was also the lead PM for Project Radiance, a specialised project comprising of several GovTech teams to enable the use of Large Language Models (LLMs) for Confidential workloads.
The AI Guardian team will share how GovTech built Litmus and Sentinel to help WOG AI applications be launched safely and securely through continuous testing and high-speed guardrails.

Jing Hao is a Principal Cybersecurity Engineer in the Cyber Architecture & Development (CYAD) division at Singapore’s Land Transport Authority (LTA). He focuses on secure system design and cybersecurity consultancy for digital projects and stakeholders, with a particular interest in applying and securing artificial intelligence to strengthen cyber defences. He currently leads the development of SHERLOCK, an AI-driven cybersecurity platform that enhances the efficiency and accessibility of cybersecurity across LTA. Beyond SHERLOCK, he contributes to AI security guidelines, explores defences against deepfakes and AI-enabled threats, and advises on cybersecurity for emerging domains such as connected and automated transport.
