Ms Jasmin LAU

Mr GOH Wei Boon
Government Chief Digital Technology Officer, Ministry of Digital Development and InformationChief Executive, GovTech Singapore
Mr Isaac TAY
Vice President of Product, ShopBackIn the era of AI, every assumption we make about what users need, what systems can do, and what ‘value’ even means is shifting faster than our traditional innovation cycles can handle. For Singapore’s public sector — where services touch every citizen — the implications are profound. We can no longer design for stability. We must learn to design for fluidity.

Mr Philip MAN
Smart Nation Fellow, GovTech SingaporeThis showcase, jointly developed by BCA’s Digitalisation and Information & Communication Technology Departments, demonstrates how AI can automate manual compliance checks. Manual verification of 2D drawing is often labour-intensive, fragmented, and prone to human error. To address this, the team developed an AI-assisted proof-of-concept (PoC) that uses LLaMA-based AI agents to interpret and analyse 2D Household Shelter (HS) drawings under the Technical Requirements for HS. It extracts, compares, and validates data from CSV, XLS, JPG, and DXF files, producing YAML, JSON, CSV, and TXT outputs, using customisable prompt-response templates The solution uses AI agents to parse HS drawings to identify relevant parameters, compare results to TRHS requirements, and generate structured compliance reports.

Mr Claurence LEE
AI Engineer, Building and Construction Authority
Mr PONG Woon Wei
Senior Manager, Building and Construction AuthorityReal time, AI-powered conversation companion that provides personalized, curriculum-aligned practice anytime, anywhere. Starting as a February 2025 {build} hackathon prototype, the solution rapidly evolved into validated pilots across diverse student groups - from H1 Chinese Language (150+ JC students, 87.33% adoption) to upcoming Conversational Chinese/Malay (CCM) programs and Chinese/Malay Special Programs (CSP/MSP) serving 200+ secondary students across multiple school types. Expanding to 7000+ students across all levels.

Ms Fiona CHEN Ping
Digital Business Analyst, AI Programmes, Digital Excellence & Products Division (DXD), Ministry of EducationAI is transforming how we write, test, and reason about code. This session explores how AI coding assistants and agents are reshaping software development — from idea to prototype to production. We’ll cover key concepts such as vibe coding (enabling non-technical users to build software), context engineering (structuring information so that AI can produce accurate code), and code classification (a GovTech initiative enabling compliant, structured use of AI assistants across classified codebases). Through the sharing, we’ll examine how AI-driven workflows accelerate prototyping, boost productivity, and redefine the craft of software engineering.

Mr Hunter NIELD
Distinguished Engineer, GovTech SingaporeMark.ly is an AI-powered tool that helps teachers mark long-form writings – a task considered too nuanced for automation. This was a public sector journey in how AI can support, rather than replace, human expertise. This talk shares our reflections. Mark.ly became our way of learning how to build AI with care, in service of people who knows their work best.

Mr Leonard SIAR
Product Manager (EO), Ministry of EducationHSA conducts post-market surveillance and safety assessments of health products, but reviewing medicine package inserts (PIs) documents is a manually intensive process. ASPIRE transforms this workflow by providing an AI-assisted platform that combines metadata document search, one-click downloading, cross-PI document querying, and an integrated viewer with source context highlighting, reducing review time from days to hours.

Ms NEO Jing Wei
Data Analyst, Health Sciences AuthorityDocument declassification processes face significant challenges with backlogs, where manual workflows require 2.5 man-days per file and create delays in public access to historical information. This presentation showcases an innovative AI-powered solution that automates content summarisation, document classification, and sensitive information detection whilst maintaining human oversight, reducing processing time by 60% to just 1.0 man-day per file. The scalable framework establishes a foundation for cross-agency adoption, significantly enhancing public transparency and operational efficiency.

Mr FU Zixiang
Assistant Director, Data Engineering, Sentosa Development Corporation
Mr David LOW
Director, Ministry of Digital Development and Information
Ms Lillian SHIEH

Authoring Copilot, an AI-powered product built in Singapore Student Learning Space (SLS), to generate engaging lesson resources (e.g. lesson sections, activities, quizzes) in seconds, that are aligned to MOE’s curricular and pedagogical principles, that teachers can refine.

Mr XU Yang
Digital Business Analyst, GovTech SingaporeOwnself Gather is a highly configurable case management tool that all public officers can onboard immediately, and customise on their own – no coding required. Designed specifically for government needs, come learn how you can use Ownself Gather to create custom apps within minutes to streamline and automate tedious manual case processes.

Mr Keith LENG
Engagement Manager, GovTech SingaporeThe AI Guardian team will share how GovTech built Litmus and Sentinel to help WOG AI applications be launched safely and securely through continuous testing and high-speed guardrails.

Mr Benjamin GOH
Senior Product Manager, GovTech SingaporeAs part of AI Champion Bootcamp, the Case Summary Recommendation System automates mundane manual processes in preparer/approver workflows while addressing GenAI hallucination risks through human oversight. This workflow applies broadly to tickets, enquiries, work items or cases across different business contexts, potentially using AI automation to reduce man-hours spent on mundane tasks, allowing staff to focus on higher value tasks.

The domain of death is one which is very sensitive, public officers can learn how we navigated such a sensitive domain by engaging stakeholders and extensive user research. Additionally, we achieved our time to market at a breakneck pace, going from 0-to-1 within 3 months and publicising our product to ~120,000 public officers across WOG. To achieve this milestone, we made many deliberate bets to give ourselves the best chance of success. This includes hiring methods, managing stakeholders, funding, compliance, and go-to-market.

Product Manager, GovTech SingaporePublic officers can learn about how we built one of Singapore's first Government-to-Citizen facing Large Language Model (LLM) AI products for career coaching. This requires us to find out "moat" relative to competing products like ChatGPT. Public officers can learn how we found our unique value proposition through product analytics and user research, where we prioritised Singpass data integration in our product.

Mr LIAU Wen Rui
Senior Product Manager, GovTech SingaporeJoin us as we explore how emerging biometric technologies can reshape everyday experiences in Singapore’s smart city journey. Our team has identified palm vein recognition as a promising fit for secure, seamless, and privacy-conscious applications. Rather than developing the technology itself, we focus on testing and applying it in real-world scenarios to understand how it can meet public-sector needs. In this session, we’ll showcase two exciting prototypes — Palm-it!, a palm-authenticated contactless payment concept, and PalmPass, a palm-based access control solution that reimagines how people move through workplaces and secure facilities. Through pilot deployments and live demonstrations, we’ll share what we’ve learned about bringing convenience and security together — and invite you to imagine what’s next for palm-based authentication in Singapore.
