How It Works

GovWallet is part of the Service layer of the Singapore Government Tech Stack (SGTS). It enables government agencies to securely disburse funds and collect payments by integrating with Singapore’s existing e-payment ecosystem. Here is how it works in practice:

An agency only needs to integrate once with GovWallet, without having to build separate connections to each Payment Service Provider (PSP). GovWallet handles the orchestration and connects to the agency’s chosen PSP under the Government Bulk Tender.

Disbursement: Through a centralised admin portal, the agency can disburse credits, clawback credits, activate/deactivate accounts, perform real time transaction enquiry and download transaction reports.

Collection: Through a centralised admin portal, the agency can perform real time transaction enquiry, perform refunds and download transaction reports.

Disbursement: Credits are issued to beneficiaries and made accessible via government apps (e.g. LifeSG, Singpass). Beneficiaries can then specify these credits via Scan and Pay of PayNow or NETS QR at approved merchants.

Beneficiaries can:

• Spend credits using PayNow or NETS QR at approved merchants.
• View their credit balance and transaction history in familiar apps.
• Withdraw funds at OCBC ATMs (CPFB's GovCash only).

Disbursement: Agencies can track disbursement usage, view transaction logs, and adjust scheme settings in real time using the admin portal.

Collection: Agencies can monitor incoming payments, view transaction logs, and adjust collection settings in real time using the admin portal.
