How It Works

GovWallet is part of the Service layer of the Singapore Government Tech Stack (SGTS). It enables government agencies to securely disburse funds and collect payments by integrating with Singapore’s existing e-payment ecosystem. Here is how it works in practice:

1. Agency onboards with GovWallet

An agency only needs to integrate once with GovWallet, without having to build separate connections to each Payment Service Provider (PSP). GovWallet handles the orchestration and connects to the agency’s chosen PSP under the Government Bulk Tender.

2. Setting up a disbursement or collection scheme

Through a centralised admin portal, the agency can manage your scheme:

  • Disbursement of credits
  • Clawback credits
  • Activate/Deactivate accounts
  • Perform real time transaction enquiry
  • Perform refunds
  • Download transaction reports

3. Disbursement or collection execution

  • For disbursements, credits are issued to beneficiaries and made accessible via government apps (e.g. LifeSG, Singpass). Beneficiaries can then specify these credits via Scan and Pay of PayNow/NETS QRs.
  • For collections, users can pay via the payment methods supported by your Payment Service Provider (PSP) of choice (e.g. Credit Card, PayNow) as GovWallet routes the transactions through the selected PSP.

4. Spending or withdrawal by users

Beneficiaries can:

  • Spend credits using PayNow or NETS QR at approved merchants.
  • View their credit balance and transaction history in familiar apps.
  • Withdraw funds at OCBC ATMs (CPFB's GovCash only).

5. Real-time reporting and monitoring

Agencies can track scheme usage, view transaction logs, and adjust settings in real time using the admin portal. This gives full visibility and control over both payouts and collections.
