Document issuance

Secure platform

  • FileSG is compliant with the Singapore Government’s ICT&SS Management policy.
  • FileSG is hosted on GCC (AWS) with storage encryption (AWS S3) and malware scan.
  • FileSG supports the issuance of documents with up to Restricted, Sensitive Normal classification.

Method of issuance

  • Government agencies can choose to issue documents via either agency backend API integration or secure file transfer protocol (SFTP).
  • Government agencies can choose to issue a same set of documents to more than one recipient if necessary.

Supported file formats

  • Government agencies can choose to issue documents in the PDF and ZIP file formats.
  • Government agencies can also choose to issue documents that require verification in the OA (OpenAttestation) file format. OA is an open-sourced framework to endorse and verify documents.

Password protection

  • Government agencies can choose to issue documents with password protection. Recipients of such a document will be sent a randomly generated password, which ensures that any downloaded copy of the document cannot be easily accessed by others.

Access window

  • Government agencies can choose to issue documents with a limited access window. Recipients of such a document can only view or download it for a period of time, after which the document will be removed from their FileSG account.

Request for acknowledgement

  • Government agencies can choose to issue documents with a Terms and Conditions (T&Cs) acknowledgement request. Recipients of such a document must accept the T&Cs before they are able to view or download the document.

Notification channels

  • Government agencies can choose to notify document recipients about the issuance through email or Notify (by Singpass).

Document retrieval

Method of retrieval

  • Members of the public can easily retrieve their documents issued by different government agencies simply by logging in to their FileSG account through Singpass.
  • Individuals without a Singpass account (e.g. foreigners, students) will also be able to access documents issued to them one at a time, by providing the unique Transaction ID sent to them and verifying their identity via Two-Factor Authentication (2FA).
  • Members of the public are also able to access their documents from government agency platforms seamlessly via SSO (Single Sign-On) integration with FileSG.

Document verification

Method of verification

  • Government agencies or third parties such as businesses, who need to verify documents issued via FileSG in the OA (OpenAttestation) file format can do so on https://file.gov.sg/verify by scanning the QR code on the OA document or uploading the OA file.
  • If a valid QR code or OA file is presented, the document’s verification result will be shown in real-time.

Document Archival

Availability of document

  • Government agencies can stipulate how long the issued documents should remain available to its recipients before they are scheduled to be archived or removed. This frees up storage space for more relevant and important documents and avoids incurring any unnecessary costs.
