Overview
Government Agencies would be increasingly relying on technical assessments in quality evaluations. This aims to uplift the digital capabilities of Singapore’s ICT industry, which supports Government projects, and to provide a more objective validation of the competency of teams bidding for Government projects.
Since 2022, technical assessments for 2 roles - Solution Architects and Software Developers working on application projects have been administered. Throughout this implementation, we have engaged our industry partners and Government Agencies to ensure that the assessments are effective and relevant. Beginning in Q2 of 2025, we are expanding assessments to include a wider range of roles.
Online assessments are now being included for the roles of Software Engineer, DevSecOps Engineer, Quality Engineer and Data Engineer.
These tests are designed to be basic proficiency screeners, used for tender evaluation or as the first round of a hiring process, comprising basic problem solving and coding skills, along with role-specific skills for specialisations. We believe that if an engineer has a strong technical foundation, with good problem solving and coding skills, they can pick up the details of individual technologies. So, we want to test coding and problem solving first and foremost, in a technology-agnostic way, without requiring experience of any particular library or framework. Where possible, these hands-on tests are technology agnostic, or performed using tools relevant to the GovTech stack.
Registration for Technical Assessments
Role | Assessment Details |

Software Engineer, DevSecOps Engineer, Quality Engineer and Data Engineer | Assessments will be administered by GovTech. Government agencies that require technical assessments as part of their project requirements will provide suppliers with the necessary details regarding registration and administration of the technical assessments. |
Solution Architect | Assessments for solution architects will continue to be operated by NUS-ISS and interested personnel can find out more about the assessments via the NUS-ISS pages here. |
